A new mercantile elite emerged within the Zoroastrian community after the Parsis of India sent emissaries to their oppressed co-religionists in Iran. When religious reform failed to keep pace with social change, an ideational vacuum was created among this educated class which the Baha'i Faith succeeded in filling.
