Summary, etc. A consideration of the history and importance of the Hague Peace Conferences of 1899 and 1907, being the first of such Conferences held otherwise than at the conclusion of a conflict and designed to lay the foundations of a global peace and to reduce the risk or effects of war.  It includes a consideration of the legacy of such Conferences and plans for a third Conference, being the centenary of the first in 1999, which did not occur despite much support. It considers whether, in the current worsening state of global affairs, if there is a necessity to hold such an all-encompassing Conference of all world leaders now.
